    Four times he was released. At the time of
    his rampage, this ticking timebomb was wanted by police for assaulting an officer, yet they had failed to
    locate him.

    This is a depressingly familiar catalogue of errors and incompetence.

    There has been an unending procession of tragic killings by people with
    psychiatric disorders.

    Since the 1970s, when the medical and political establishment became wedded to
    the idea of emptying the old residential mental hospitals and allowing the seriously
    disturbed to live at home or in hostels, the public has been at
    increased risk.

    This supposedly enlightened approach relies on 'community' patients sticking to their medications.

    Troublingly, many - including Calocane - refuse. As
    a result, violent incidents keep rising.

    There is, of course, a grim irony. While it's now finally fashionable to talk about mental health, NHS provision for those with severe psychosis
    is lamentable. The extra £150million pledged by Rishi Sunak to provide
    crisis care for the mentally ill is dwarfed by the sums squandered on housing illegal
    migrants. Our priorities seem warped.

    The families of Calocane's victims are also entitled to feel betrayed by the
    justice system. Accepting the killer's plea to
    manslaughter by diminished responsibility shames the
    Crown Prosecution Service.

    in Nottingham at around 4am on June 13

    Without a jury deciding whether he'd committed murder, can the families ever feel closure?
    Barnaby's mother said the victims had been 'let down by the very system that should have protected them'.
    She's right.

    But will anyone in the NHS or police be held properly accountable for this outrage?


    Every time a mentally ill person kills, we tread a familiar path.
    Hands are wrung, inquiries set up, recommendations made.


    And we are solemnly told lessons will be learned.
    The problem is, they never are.


     



    Who rules Britain?
    With wearying predictability, the European Court of Human Rights
    is once again meddling in Britain's affairs.

    Its president has warned Rishi Sunak to heed the court's 'pyjama injunctions', controversially used to stop us sending Channel migrants to Rwanda.
    The PM should resist her interfering. His Rwanda Bill, passed
    by the Commons, gives ministers the power to disregard such orders.


    This is a hugely important principle. Who controls our borders - the UK Parliament or unelected
    Strasbourg judges?
